Word to JPG: the document as a picture
This renders the document the way a printer would and photographs the result. The text stops being text, it cannot be searched, selected, copied or reflowed, and JPG compression puts faint halos around the letterforms because sharp black edges on white are the worst case for its compression. One image is produced per page.
Convert when a page has to go somewhere that only takes images, a social post, a forum, a messaging app. For anything that should stay readable or searchable, PDF is the correct target.
