Indonesian passport photographs are 4×6cm (40×60mm), a taller frame than the 35×45mm standard, with the head 32-40mm from chin to crown. Why is the Indonesian photo 4×6cm instead of 35×45mm?

Indonesia specifies its photo sizes in centimetres and uses 4×6cm across many government applications, not just passports. It is a taller proportion than the international 35×45mm, so a photo cropped for a European or Singaporean application will not fit the frame correctly without re-cropping.
