About the DJVU Format
DjVu came out of AT&T Labs research in 1996, aimed specifically at scanned documents. Its key idea is separating a scanned page into layers, text and line art on one, background and images on another, and compressing each with a method suited to it. For scanned text this works remarkably well, often producing files several times smaller than the equivalent PDF.
Despite that efficiency, DjVu never achieved broad adoption, and it shows: no browser opens it natively, it needs a dedicated reader, and few mobile devices handle it. It remains common in academic archives and digital libraries, which is usually how people encounter it. Converting to PDF trades some file size for a format anyone can open, print and annotate; the page images carry over, though any text layer may need regenerating.
